Major General Scott A. Winter is the Deputy Commanding General – Strategy and Plans for the U.S. Army Pacific (USARPAC), located at Fort Shafter, Hawaii.
Prior to his arrival at USARPAC he served as Commander of the 1st (Australian) Division, the Australian Army’s deployable warfighting formation. In this role Major General Winter was responsible for all of Army’s overseas activities, including participation in Exercise Yama Sakura, Exercise Freedom Shield, Exercise Super Garuda Shield and Exercise Talisman Sabre. Major General Winter previously commanded Army’s 3rd Brigade in Townsville and the 1st Armoured Regiment in Darwin.
Major General Winter’s operational experience includes East Timor (J3 Watchkeeper 1999- 2000), Iraq (CJ35 Planner HQ US V Corps 2003-04), Afghanistan (CJ5 Chief Future Operations HQ Resolute Support 2016) and domestically as JTF commander for the 2019 North Queensland Floods. Major General Winter also served as the Chief of Defence Force Liaison Officer to the Chairman of the Joint Chiefs of Staff, Pentagon (2020-21) and as the HQJOC J5 Liaison Officer to the Netherlands Department of Defence (2006-07).
He is a graduate of the US Army CJFLCC Course, US DoD Pinnacle Course, and the Asia- Pacific Center for Security Studies Senior Executive Course. Major General Winter is a Fellow of the Australian Centre for Defence and Strategic Studies and a graduate of the United Kingdom Advanced Command and Staff Course.
Major General Winter holds a BA (Hons) from UNSW, a MA in International Relations from Deakin University, and a MA in Defence and Strategic Studies from Kings College London. A graduate of the ADF School of Languages, Major General Winter speaks French and Dutch.
In the 2015 Australia Day Honours, Major General Winter was appointed as a Member of the Order of Australia. He has been awarded the United States Legion of Merit, Bronze Star Medal, and the Meritorious Service Medal.
Major General Winter is married to Mireille, a solar farm engineer. They have two great kids, Connor, and Leia, both currently studying at university.
